The port of Phaselis was the object of great envy due to its exceptional geographical location in southern Asia Minor. Founded in 690 BC by the Rhodian settlers, the powerful Lycian city passed under Persian control in the mid-6th century. Liberated at the same time as the rest of Lycia by Cimon of Athens in 469, it would then fall under the domination of the Great King. Alexander the Great renders its independence in 333. It was afterwards under the control of the Ptolemies, then from 197 under the Seleucids, and the Rhodians in 190. In 150, it joined the Lycian confederation before being attached to the Roman Empire in 43 AD.
Its privileged location on the maritime route linking Greece to Syria, then to Palestine and to Egypt brought it comfortable revenues. Its wealth, if we believe Herodotus, was augmented by piracy, an activity regularly practiced by its inhabitants.
